#4 Lifelong Learning Programmes that
support skills enhancement
The Government emphasizes the Lifelong Learning agenda (LLL) to produce quality, knowledgeable
and competitive human capital through the National Lifelong Learning Blueprint 2015-2025 and
PPPM (PT) 2015-2025. There are 15 ministries that carry out the LLL programmes by offering
knowledge-enhancing opportunities and upgrading existing workforce skills in specific industry
sectors through reskilling and upskilling.

In order to address the 4IR challenge, the LLL
programmes has to be in line with the demands of
technological developments and add value to the
existing skillset. Hence, it is a challenge to TVET
institutions to explore 11 Enabling Technologies in
designing relevant and competitive LLL programmes 11
